Cindy Rayo Zapata, Regional Director of ASIET /

Cindy Rayo Zapata has more than 15 years of experience in the negotiation of international trade agreements, as well as in the design and implementation of public policies in sectors such as telecommunications, digital commerce, cross-border trade in services, investment, and investment arbitration.

She was responsible for the implementation of the TMEC for the issues of services, digital commerce and investment, and for the coordination of the inter-ministerial group that had the participation of the private sector, for the design of policies and regulations related to digital platforms, cybersecurity, protection of personal data, facilitation of electronic commerce and consumer protection. She was responsible for coordinating the 5G and cybersecurity Group within the framework of the High Level Economic Dialogue between Mexico and the United States, managing to install the first 5G and cybersecurity Committee between both countries.

He has acted as Mexico’s representative in international trade forums such as the United Nations Commission on International Trade Law (UNCITRAL), the OECD, APEC, and the WTO. Specifically, he represented Mexico in the negotiation and design of international rules on issues related to electronic commerce, telecommunications, national regulation, and investment protection and facilitation. He participated in the negotiation of 17 regional, plurilateral trade agreements and international investment agreements signed by Mexico (TIPAT, TLCUEM, TMEC and APPRIs), on issues related to cross-border trade in services, electronic commerce, telecommunications, investment, dispute resolution, and anti-corruption, as well as in its legal review. During the last years, she was the leader of the negotiation of Mexico for the issues of services and investment in the free trade agreements with Ecuador, the United Kingdom, the Pacific Alliance and the Associated States, and the accession of the United Kingdom to TIPAT. In the public sector, she has held various positions, such as Deputy General Director of the International Trade Legal Consultancy and General Director of International Trade in Services and Investment. She has a Master’s Degree in Public International Law from the Instituto Tecnológico de Estudios Superiores de Monterrey, she has a degree in International Relations and Law from ITAM. Currently, she is the Director for Mexico, Central America and the Caribbean of ASIET.
